A manufacturing apparatus (1) is an apparatus for manufacturing a water-absorbing treatment material (4) comprising a plurality of granular bodies (40) that absorb liquid and adhere to each other, and includes a granulator (10) and a pressurizer (20). The granulator 10 forms a substantially cylindrical granulated material constituting each granule 40 by granulating the material to be granulated.
