PROBLEM TO BE SOLVED: To provide a manufacturing method and a manufacturing apparatus for a water absorption treatment material excellent in water absorption speed. A manufacturing apparatus (1) is an apparatus for manufacturing a water-absorbing treatment material (3) composed of a plurality of granules (30), and includes a granulator (10) and a coating machine (20). The granulator 10 forms the granulated material (core part 32) which comprises each granule 30 by granulating a granulated material. The coating machine 20 forms the coating part 34 which covers the said surface by making the coating material containing an adhesive material adhere to the surface of the core part 32 formed of the granulator 10.
