The present invention relates to a freezing-thawing device for distribution which enables a long term cold storage distribution by low costs and simple facilities using latent heat material and thermoelement, and a low temperature distribution method using the freezing-thawing device for distribution. A freezing-thawing device for distribution according to the present invention comprises: a housing which has a space therein, and at which a door for opening or closing the space is installed； a heat exchanger which is installed on one side of the housing to exchange heat with the air； a thermoelement including a cold and heat unit which is installed on the housing to generate cold and heat toward the inside of the housing, and a thermal unit which emits heat toward the heat exchanger； and a latent heat material which is installed in the cold and heat unit to store cold and heat of the cold and heat unit. Accordingly, the present invention is capable of performing cold storage and cold transportation using such a freezing-thawing device for distribution.본 발명은 잠열재 및 열전소자를 이용하여 저렴한 비용과 간단한 설비로 장시간의 냉장유통이 가능한 유통용 냉해동고 및 이를 이용한 저온유통방법에 관한 것이다. 상기 유통용 냉해동고는 내부에 공간을 가지고, 상기 공간을 개폐하는 도어가 설치되는 하우징； 상기 하우징의 일측에 설치되어 외기와 열교환을 하는 열교환기； 상기 하우징에 설치되어 상기 하우징 내부를 향해 냉열을 발생하는 냉열부와 , 상기 열교환기를 통해 온열을 방출하는 온열부를 가지는 열전소자； 및 상기 냉열부에 설치되어 상기 냉열부의 냉열을 축열하는 잠열재를 포함하는 것을 특징으로 하며, 이러한 유통용 냉해동고를 이용하여 냉장저장과 냉장운반을 수행할 수 있다.
