The present invention relates to a far-infrared radiation and heat storage type fomenting device. More specifically, the fomenting device comprises: a housing having an internal installation space part； a heat storage element included in the installation space part of the housing； a heater for heating the heat storage element； an inlet for supplying external power to the heater； a bimetal for blocking the power supplied from the inlet to the heater when the heat storage element heated by the heater is overheated； and an insulating material positioned in the installation space part of the housing. The housing includes: a lower housing for forming a lower end portion of the installation space part； an upper housing for forming an upper end portion of the installation space part； and a band which provided to connect the edges of the lower housing and the upper housing to form an intermediate portion of the installation space part, wherein the lower housing and the upper housing are attached and detached by a coupling means.
