PROBLEM TO BE SOLVED: To provide a hydrophilic adhesive composition for skin external use which is prepared by using a hydrophilic adhesive having sufficient adhesive strength and capable of stably dissolving or homogeneously dispersing a medicine and a hydrophilic plaster.
SOLUTION: The hydrophilic adhesive contains an acrylic copolymer prepared by copolymerizing (1) 65-98 mass% acrylic acid, (2) 1-30 mass% (meth)acrylic acid alkyl ester macromonomer and (3) 0.01-3 mass% starch. A hydrophilic adhesive composition for skin external use is obtained by adding the hydrophilic adhesive to a hydrophilic medium. The hydrophilic plaster is obtained by laminating the hydrophilic adhesive composition for skin external use and a release film to a support.
