PURPOSE: A surface inspecting illumination device and surface inspecting apparatus are provided to improve lighting efficiency without enlarging the apparatus or increasing cost. CONSTITUTION: A surface inspecting illumination device(1) includes a pair of light emitting members(3,5) installed to slant to each other and to face a target object(2) to be inspected; a plurality of LEDs(6) arranged lengthwise and breadthwise on surfaces of the light emitting members facing the target object; a plurality of cylindrical lenses(7) arranged to correspond with each of rows of the LEDs so that light irradiated by the LEDs is gathered on a fixed area(AR) of the target object.
