An anvil (200) is provided with a base (210) and ridges (220, 230). The base (210) is provided to a mounting position (112a) on the outer peripheral surface (112) of a rotating drum (110). The ridge (220) protrudes from the surface (210a) of the base (210) in the direction (H) normal to the rotating drum (110) and is formed in a line pattern along the surface (210a) in the intersecting direction (CD). The ridge (220) is provided with protrusions (240) which protrude in the normal direction (H). One end (220a) of the ridge (220) is provided on the surface (210a) of the base (210) at a position further on the leading side relative to the rotational direction (R) than the other end (220b). A cutout (260) is formed in the ridge (220). The cutout (260) extends in the direction opposite the direction in which the protrusions (240) protrude and extends from the surface of the ridge (220), which protrudes from the surface (210a) of the base (210), to a portion near the middle of the ridge (220).
