PROBLEM TO BE SOLVED: To provide a highly specific activator for PPARβ/δ, and to provide a skin care preparation for external use, a cosmetic, a quasi-drug and foods and drinks that enhance synthesizing performances of proteins and polysaccharides involving the water content and elasticity of the skin such as aquaporin, collagen, hyaluronic acid and the like, and that control lipid metabolism in a sebaceous cell and an adipocyte thereby to prevent and improve skin drying, rough skin, wrinkles and flabby skin thereby achieving youthful skin and further to prevent and improve smeared makeup, conspicuous skin pores caused by excessive sebum production while sustaining these effects. SOLUTION: The peroxisome proliferator activated receptor-activator comprises one or more selected from among Glycyrrhiza glabra leaf extracts, Litchi chinensis extracts, Potentilla fulgens extracts and horse chestnut extracts.
