PROBLEM TO BE SOLVED: To improve the safety by increasing the creepage distance between a needle electrode and a counter electrode to discharge in a large area.SOLUTION: An active species generating apparatus includes a discharge electrode 15 which has a distal end side inserted into a cylindrical case 13 from an end opening of the case 13, and an insulating substrate 14 having a hole 16, an adsorption means 17 arranged in the circumference of the hole 16, and the counter electrode 18 for energizing the adsorption means 17. The discharge electrode 15 is held at a position keeping a predetermined space in the case 13 by a first holding part 20 and a second holding part 21 arranged one by one from one end opening side toward the other end opening side in the case 13.
