In the treatment of water or surfaces in contact with the water to prevent biological fouling of the surfaces, by injecting an emulsion (A) containing a polyamine (I) and/or monoamine (II) (as active agent) and a hydroxylated organic solvent (III), (A) comprises at least two types of droplets (D1) and (D2), of average size 170-250 nm and 400-800 nm respectively, dispersed in a continuous aqueous phase. In the treatment of water or surfaces in contact with the water to prevent biological fouling of the surfaces, by injecting an emulsion (A) containing polyamine(s) of formula (I) and/or monoamine(s) of formula R2NH2 (II) (as active agents) and hydroxylated organic solvent(s) (III) into the water, (A) comprises at least two types of droplets (D1) and (D2), of average size 170-250 nm and 400-800 nm respectively, dispersed in a continuous aqueous phase. (D1) and (D2) each form at least 20% of the overall volume of the dispersed phase of (A) and together form more than 80% of this volume. R1, R2 = 8-22C alkyl or 8-22C alkenyl; n = 0-3.
