Provided is a signature creation device, etc., with which it is possible to create signature information having high determination accuracy in a short time. A signature creation device 101 has: a hash calculation unit 102 for calculating, for a plurality of files, a hash value pertaining to at least some areas constituting part of the files; a file classification unit 103 for determining the degree of similarity of the hash values calculated by the hash calculation unit, and classifying the plurality of files into groups on the basis of the determined degree; a string specification unit 104 for specifying a common string, among strings representing a code string or a bit string included in the files in the groups, that is common among at least some of the files; and a signature creation unit 105 for creating signature information representing a criterion by which it is determined whether or not at least some of the specified common strings are included.
