Disclosed is a method of producing thermally inhibited starch agglomerates. The thermally inhibited starch agglomerates produced by the method of the present invention provide viscosity higher than a thermally inhibited starch which is not agglomerated and thermally inhibited in the same manner of the thermal inhibition method as the thermally inhibited starch agglomerates.
