PURPOSE: A dough for wheat flakes and noodles is provided to improve the texture of the dough by maximizing the property of gluten and to increase softness by overlapping a plurality of wheat sheets. CONSTITUTION: A preparation method of a dough for wheat flakes and noodles comprises the steps of: kneading materials including cereal powder and water to obtain dough; laminating topping materials on a wheat sheet and folding it to cover the topping materials; spreading the folded wheat sheet; and folding the wheat sheet three times and performing a spreading process. The cereal powder comprises strong flour.
