In the present invention, a vector including an Oryza sativa root specific (OsRS) promoter is used for making transgenic plants and is strongly expressed in a root stele of plants since the OsRS promoter is particularly expressed in the root stele from Oryza sativa. Therefore, the OsRS promoter enables foreign genes included in vectors to be specifically expressed in the root stele and is accordingly used in transgenic plants for producing useful materials particularly in the root stele of plants. Also, the OsRS promoter is used for developing seeds of transgenic plants.본 발명은 벼로부터 뿌리 중심주 특이적으로 발현하는 OsRS 프로모터를 포함하는 벡터로 식물체를 형질전환하여 뿌리 중심주에 특이적으로 강력하게 발현하므로, 이를 벡터에 포함된 외래 유전자의 뿌리 중심주 특이적 발현에 이용하여, 유용물질을 뿌리에서 특이적으로 생산하고자 하는 형질전환 식물체 및 이의 종자 개발에 유용하게 이용할 수 있다.
