PROBLEM TO BE SOLVED: To provide a foamable oil-in-water-type emulsified oil and fat composition used at a foaming state by causing the same to co-exist with a gas to be pressed in a pressure-resistant container, expanding the gas by pressure opening, and excellent in foaming agent and artificial flower making properties of a foamed article.SOLUTION: There is provided a foamable oil-in-water-type emulsified oil and fat composition containing hydroxypropyl methylcellulose of 0.05 to 0.5 mass%. There is provided a foamable oil-in-water-type emulsified oil and fat composition preferably having viscosity of 450 to 3000 cP with a B type viscometer at 5°C.
