(A) hair cosmetic polymer for the having solubility or dispersibility in water or ethanol, (B) C 1-4 monohydric alcohol, and (C) C 9-21 liquid oil represented by formula (1) wherein R 1 to R 8 are each H or a methyl group, X is -CH 2-, -COO-, or -CH 2COO-, n is 1 to 7, m and l are 0 to 2, n+m+l is 1 to 7, and any one of R 4 to R 7 is a methyl group when both m and l are 1 or more.
