PROBLEM TO BE SOLVED: To provide a cosmetic composition excellent in a conditioning effect without spoiling feelings such as smoothness at the time of use.SOLUTION: The cosmetic composition has a certain constitutional unit, and comprises a constitutional unit derived from vinyl monomer (A) having a carboxyl group of 50-100 mass%, and whose average molecular weight is 3,000-400,000, and which comprises 0.05-5 mass% of copolymer in which 50-100 mole% of carboxyl groups are not neutralized, 0.1-20 mass% of cationic surface active agent, 0.1-20 mass% of higher alcohol.
