PROBLEM TO BE SOLVED: To provide a method and device for forming a spiral uneven pattern on the surface of ground fish meat in a cylindrical shape, with a simple structure.SOLUTION: A forming roller 14 having a spiral projection 12 on the surface, and transportation means 16 which transports a ground fish meat M formed in a cylindrical shape around a skewer S, with the longitudinal axis of the skewer in parallel with the central axis of the forming roller 14, in the direction orthogonal to the longitudinal axis, are prepared.
