PROBLEM TO BE SOLVED: To provide a hair bleaching/decoloring agent composition capable of heightening an effect for improving lightness of the hair bleaching/decoloring agent composition with which ammonium persulfate is blended, an effect for improving fluidity, and an effect for reducing irritation to a scalp, while suppressing the blending amount of an alkali agent.SOLUTION: A hair bleaching/decoloring agent composition is used after being mixed with a first agent with which a persulfate is blended, a second agent with which an oxidizing agent is blended, and a third agent with which an alkali agent is blended.
