In a central processing device, method and program for monitoring a person being monitored, and a system for monitoring a person being monitored, according to the present invention: a time-period specific abnormality determining threshold associated with a first time period is stored; a sensor output is received from a sensor which obtains predetermined data relating to a person being monitored; a predetermined parameter relating to the person being monitored is obtained on the basis of the sensor output for a second time period that is shorter, in terms of duration, than the first time period; and a determination is carried out by comparing the parameter with the time-period specific abnormality determining threshold corresponding to the first time period, including the second time period, to ascertain whether or not an abnormality has arisen in the person being monitored.
