PURPOSE: A plasma-based advanced water treatment apparatus is provided to reduce costs required for manufacturing processes by sterilizing various bacteria in polluted soil. CONSTITUTION: A plasma-based advanced water treatment apparatus includes a dual pipe(10), a stirring pump(30), and a plasma generating unit(20). The dual pipe is composed of an inner pipe(11) and an outer pipe(13). A first penetrating path(11A) is formed in the inner pipe. A gas inlet(30a), a polluted water inlet(30b), and a polluted water outlet(30c) in connection with the dual pipe are arranged at the stirring pump. The stirring pump stirs polluted water and gas and compulsorily introduces the stirred product into the first penetrating bath. The plasma generating unit includes electrodes(23, 25) and a power part(21). The electrodes are respectively arranged in the inner pipe and the outer pipe. The power part is connected to the electrodes.
