At that more than 80% of the additive after the mechanical-chemical activation at a temperature no more than 88°C has a particle size less than 80 microns. The additive comprises the plant raw material as waste from the production of flour, production of cereals, including rice hulls, buckwheat hulls, hulls of oat, millet, oat groats. The catechin-type chelating agent is used as fireweed, green tea, or their mixture. The initial components are mixed before feeding to the mill-activator or mixing of the components is carried out simultaneously with the mechanical-chemical activation in the mill-activator.
