PROBLEM TO BE SOLVED: To provide a dissolving device that requires no electric circuit, is compact and has low operating cost, and can efficiently dissolve inorganic compound and the like in water and supply the water, and to provide a water heater with the same.
SOLUTION: The dissolving device includes a water circuit 15, and a storage unit 12 for storing inorganic compound 11. The dissolving device is characterized in that the water in which the inorganic compound 11 is dissolved is flowed out from the water circuit 15 and the surface of the inorganic compound 11 is provided with a plurality of concave and convex portions. The plurality of concave and convex portions on the surface of the inorganic compound 11 increases the relative contact surface area of the inorganic compound 11 with water, which further enhances the efficiency of dissolving the inorganic compound in water, thus achieving both the reduction of an electric circuit and an insulation circuit that have been required and the dissolution performance.
