PROBLEM TO BE SOLVED: To provide a planting mat which has lightweight, can be applied to an existing building, can easily control soil and water, and does not need large labors, time, and cost for laying and removing the mat for vegetation of an artificial ground, and to provide a method for laying the same. SOLUTION: This planting mat comprises mat frame formed by connecting dent cells having openings at places of their bottom portions to each other through ribs, filters laid in the cells, and a plant-growing material disposed on the filters in the cells. The method for laying the planting mat of the present invention uses a combination of the planting mat with a water-retaining layer, a water-storing tank tray, a water-storing tub, or the like.
