The present invention relates to a stable flooring material using waste and a method of manufacturing the same and, more specifically, relates to a stable flooring material which is manufactured of a mixture of a recycling synthetic resin, a paper sludge, and ocher to effectively process waste； emits far infrared ray and anion to promote a growth of livestock, and to prevent various diseases from being generated； has an increased compressive strength and durability to prevent deformation thereof； is easily installed； has a slip proofing function； and a method of manufacturing the same.
