Material comprises at least one acidic polysaccharide comprising poly(galacturonate), heparin and its derivatives, hyaluronic acid and its derivatives, chondroitin sulfate, pectin and its derivatives, or neutral polysaccharides such as cellulose or dextran and their derivatives, modified by carboxylate and/or sulfate groups, including a hydrophobic moiety that has a molar content of at least 2% over the repeat units, and at least one biopolymer comprising cationic polyamino acids or polysaccharides bearing cationic groups comprising mono-, di-, tri-alkylamino or tetraalkylammonium. Material comprises at least one acidic polysaccharide comprising poly(galacturonate), heparin and its derivatives, hyaluronic acid and its derivatives, chondroitin sulfate, pectin and its derivatives, or neutral polysaccharides such as cellulose or dextran and their derivatives, modified by carboxylate and/or sulfate groups, including a hydrophobic moiety that has a molar content of at least 2% over the unit of repetition, and at least one biopolymer comprising cationic polyamino acids or polysaccharides bearing cationic groups comprising mono-, di-, tri-alkylamino or tetraalkylammonium, where the biopolymer comprises a cationic molar content of cationic group of at least 25% over the repeat units, and optionally at least one active substance, preferably hydrophobic substance.
