PROBLEM TO BE SOLVED: To provide a skin care external preparation and an oil-in-water emulsion composition blended stably with an oil-soluble drug, and a skin care external preparation blended therewith and excellent in use feeling, because it is known that the oil-soluble drug is affected by oxygen, moisture, heat and the like, to cause decomposition, quality change, deterioration and the like with the lapse of time in the skin care external preparation.SOLUTION: The problem is solved as the result of research as to the present invention, by neutralizing a fluorosurfactant with a neutralization agent, to be used as an emulsifier in the skin care external preparation, by preparing the oil-in-water emulsion composition, using the emulsifier, and/or by making the emulsion composition contained in the skin care external preparation.COPYRIGHT: (C)2013,JPO&INPIT【課題】油溶性薬剤は、酸素、水分、熱などの影響を受けるため、皮膚外用剤中において経時により分解、変質、劣化等を生じることが知られている。そこで本発明は、これら油溶性薬剤を安定に配合した皮膚外用剤、水中油型エマルション組成物、及びこれを配合してなる使用感に優れた皮膚外用剤を提供することにある。【解決手段】これらの実情に鑑み、本発明者は鋭意研究を重ねた結果、フッ素系界面活性剤を中和剤により中和して乳化剤として皮膚外用剤に使用すること、この乳化剤を用いて水中油型エマルション組成物を調製すること、および/又は該エマルション組成物を皮膚外用剤に含有させることにより、上記課題が解決されることを見出し、本発明を完成するに至った。【選択図】なし
