PROBLEM TO BE SOLVED: To provide a highly antibacterial sheet for an absorbent article and an absorbent article.SOLUTION: A sheet for an absorbent article includes a hydrophobic organic antibacterial agent, a hydrophilic and non-volatile organic solvent, and water of 10 mass% or less. The sheet for an absorbent article is appropriately manufactured by containing an antibacterial agent solution including the hydrophobic organic antibacterial agent, the hydrophilic and non-volatile organic solvent, and water of 8 mass% or less in the sheet. An absorbent article includes an absorbent core containing the hydrophobic organic antibacterial agent and the hydrophilic and non-volatile organic solvent.
