PROBLEM TO BE SOLVED: To provide a packaging material which facilitates opening work and reduces a waste object at the time of opening, and a manufacturing method and a device of the packaging material.SOLUTION: In a packaging material, a manufacturing method and a device of the packaging material, a bag-like packaging material comprises inner and outer films storing a sheet-like member to be covered over a rice ball. When opening a rice ball package in which the rice ball is packaged by the packaging material, the rice ball can be covered with the sheet-like member by fragmenting the packaging material in a lateral direction and pulling and removing fragmented left and right packaging materials. The outer film forms two film pieces while joining them at an outer joint part, and the inner film forms two film pieces while joining them at an inner joint part.
