PROBLEM TO BE SOLVED: To provide a packaging body with a heat generating element enclosed therein, having plasticity, capable of reducing a manufacturing cost by using a film formed by boring needle holes in a film formed by superposing polyethylene on an inexpensive nonwoven fabric and paper, and a manufacturing method of the packaging body.SOLUTION: A packaging body with a heat generating element enclosed therein includes: an outer bag composed of a non-breathable film； an inner bag enclosed in the outer bag； and a sheet-like heat generating element enclosed in the inner bag.
