PROBLEM TO BE SOLVED: To provide a medicine application device and a medicine application method capable of suitably applying a proper amount of medicine to a proper portion of the skin causing allergic disease.SOLUTION: A medicine application device includes: a light irradiation part which irradiates the skin with terahertz light a light receiving part which receives reflection light of the terahertz light a detection part which outputs information related to cytokine as a detection object obtained from the reflection light and a medicine supply part which supplies medicine. The medicine application device includes preferably a display part which displays information related to the cytokine.
