PROBLEM TO BE SOLVED: To provide a device for suppressing an occurrence of shock when a member disposed in the upper side reaches the lower end within a movable range in a lifting/lowering device using a pipe-shaped outer cylinder with a closed one end, and an inner member vertically slidably fitted in the outer cylinder.SOLUTION: This lifting/lowering device L includes: a bottom element 21 as the pipe-shaped outer cylinder having a closed one end a top element 22 as the inner member to be vertically slidably inserted in the bottom element 21 from the other end side of the bottom element 21 and a flow control valve 25 provided at the insertion end of the top element 22 and controlling the flow rate of air.
