PROBLEM TO BE SOLVED: To prepare a water in oil type cosmetic excellent in use feelings such as a wet body feeling, smooth extension, emollient feeling, non-skin- burdening feeling, on its application and also excellent in stability with time.SOLUTION: This water in oil type cosmetic contains an oil phase containing 0.01-7.5 mass % solid oil (a) having &ge80°C melting point, 0.01-7.5 mass % hydrated oil agent (b) and &ge40 mass % silicone oil (c), and &ge5 mass % water (d).
