PROBLEM TO BE SOLVED: To provide a method for manufacturing a heating implement, capable of continuously and efficiently manufacturing the heating implement excellent in heating characteristic of a heating element, hardly causing delamination, and having both heat giving function and function excluding heat giving function.SOLUTION: A method for manufacturing a heating implement includes an agent liquid coating step of forming an agent holding sheet 4 by partially coating an agent liquid 7 so as to include a coating part 7a and a non-coating part 7b of the agent liquid 7 obtained by melting an agent with a solvent, on one surface of a belt-like agent holding sheet 4B.
