Disclosed are an apparatus for discharging a small-grained medicine by fixed dosage and a small-grained medicine packing system for discharging of a small-grained medicine, such as in powder or granulate form, by fixed amount. The apparatus for discharging small-grained medicine by fixed dosage comprises: a medicine container, in which small-grained medicine is contained and which has an opening for small-grain medicines to fall through and be discharged； a rotating magazine, which is installed on the interior of the medicine container overlapping the opening and which can be rotated and which has at least one through-hole, placed at the same distance from the center of the rotation, that vertically passes through the said magazine； and a shielding plate, which is arranged on top of the rotating magazine to shield the opening at a part of the rotating magazine.
