PROBLEM TO BE SOLVED: To reduce the weight of a planting base.SOLUTION: A second net material 140 is attached to a panel material 110 in a state that a sheet material 130 and a water retaining member 120 are positioned between the second net material 140 and the panel material 110. Thereby, a planting base 100 is formed by integrating the second net material 140, the sheet material 130, the water retaining member 120 and the panel material 110. A plant 50 is planted in a housing part 150 which protrudes from a mesh 144 of the second net material 140 and is formed of the sheet material 130 and an outside water retaining member 126. The plant 50 planted in the housing part 150 is grown by entangling a root 52 in a first net material 124 of the water retaining member 120.
