PROBLEM TO BE SOLVED: To obtain a discharge type photocatalytic membrane which stabilizes drastically a humidity-dependence property defining a specific surface area and a porosity of a photocatalyst including a substrate, and at the same time, a method of manufacturing a discharge type photocatalyst, which aims cost reduction and enables commercial production.

SOLUTION: In the discharge type photocatalyst in which the photocatalytic membrane is formed on the surface of the substrate using a discharge light as an excitation source, the main constituent of the photocatalytic membrane is a titanium oxide, the porosity containing the substrate is &ge5% and &le55%, and the specific surface area including the substrate is 1.2 m2/g or more.
