PROBLEM TO BE SOLVED: To provide an output signal control device, method and program, capable of, when delaying an input signal and creating an output signal, inhibiting generation of errors due to the output signal, even if the delay of the output signal is not accommodated in its specified value due to fluctuations in the input signal.SOLUTION: Phase difference allowable range discrimination means 12 discriminates whether or not a phase difference in an output signal measured by phase difference measurement means 11 is within an allowable range in a circuit for inputting the output signal. Output control means 13 cuts off an output of an output signal under a state where the phase difference is determined to be out of the allowable range and starts an output when it is within the allowable range.
