The present invention relates to a germination apparatus which has a simple structure and enhances the quality of cereals and to a germination method using the same. The germination apparatus comprises: a rooting container (1) a water supply tank (6) mounted on one side of the rooting container (1) and equipped with a heater (5) therein a water supply pump (4) mounted on one side of the middle part of a water supply pipe (12) connected to the water supply tank (6) a spray pipe (11) connected to the water supply pipe (12) and a seed container (7) mounted on the lower part of the rooting container (1).
