PROBLEM TO BE SOLVED: To transmit an emotional state brought about by nonverbal voice information to a hearing-impaired person without depending upon visual sense.SOLUTION: A voice analysis section 14 detects an emotional state brought about by voice, and generates a voice analysis result including frame group information and a label showing the emotional state for each of frame groups bringing about the same emotional state. A temperature instruction information generation section 15 reads the frame group information and the label from the voice analysis result, retrieves a record including the label from a temperature control information storage section 11, reads temperature control information from the record, and generates temperature instruction information including the temperature control information and the frame group information.
