When the pulse voltage is output at the first frequency, the treatment content setting unit (302) receives input of an electrical stimulation intensity desired by a user. The treatment execution unit (306) executes the treatment of the site by varying the pulse voltage corresponding to the electrical stimulation intensity desired by the user within the predetermined frequency range.
