PROBLEM TO BE SOLVED: To provide a new composition exhibiting hair increasing/hair growing effects for eyelash and eyebrow.SOLUTION: An extract liquid of a mulberry root bark with 65 v/v% ethanol aqueous solution is passed through a column filled with a styrene-divinylbenzene-based adsorbing resin and the adsorbed component is eluted with ethanol to obtain a hair-growing component. To the hair-growing component, a base agent such as water, a humectant such as glycerol and 1,3-butylene glycol, various hair-growing components such as a film-forming agent, a vasodilating agent and a blood-flow promotor are added to obtain a hair-growing composition for eyelash/eyebrow.
