PROBLEM TO BE SOLVED: To provide a foot warmer capable of effectively warming the sole of a foot when put in a shoe (particularly boots having poor breathability) and used without increasing the breathability of an inner bag. SOLUTION: The foot warmer 1 is an exothermic composition 3 which generates heat when an air absorbing/releasing material 5 arranged on an inner sole 12 of a shoe 11 and an air permeable inner bag 4 are brought into contact with air. And a heating element 2 disposed between the sole 10 of the user and the air absorbing/releasing material 5, and the air absorbing/releasing material 5 contains air therein.
