The heat medium circulating circuit 40 is provided with a cold water supply part 60 and a discharging means 49. The cold water supply part 60 has a cold water circulating circuit 42, a cold water tank 62 which can store the cold water C, and a cold water feeder 65 which supplies cold water to the cold water tank 62.
