PROBLEM TO BE SOLVED: To provide an excellent hairdressing agent composition which spreads satisfactorily at the time of application, is excellent in hairdressing performance, and also enables the hair to have a good feel without friction or stickiness after hairdressing.SOLUTION: The emulsifying agent composition for hairdressing according to the present invention comprises component (A) : an oil solution which is liquid at 25°C, polyoxyethylene/polyoxypropylene copolymer with a number average molecular weight of 10000-20000, or polyoxyethylene/polyoxypropylene copolymer with a number average molecular weight of 10000-20000 and polyoxypropylene sorbit with a number average molecular weight of 300-1000, component (C): a nonionic surfactant, and component (D): water wherein the content of the component (A) is 3.0-30.0 mass%, and the content of the above component (B) is 5.0-30.0 mass%.
