The device comprises a gas-liquid contact member (8) made of a material having a low reactivity to the electrolyzed water, a water-reserving tank (9) acting as a water reservoir for reserving the electrolyzed water, and a water-absorbing member (19) having its one end portion contacting with the gas-liquid contact member (8) and its other end portion dipped in the electrolyzed water in the water-reserving tank (9).The capillary phenomenon of the water absorbing member (19) is utilized to feed the gas-liquid contact member (8) with the electrolyzed water thereby to bring the air fed to the gas-liquid contact member (8), into contact with the electrolyzed water.
