The present invention is intended to provide a radical generating catalyst that can generate (produce) radicals under mild conditions. In order to achieve the above object, the first radical generating catalyst of the present invention includes: at least one selected from the group consisting of amino acids, peptides, phospholipids, and salts thereof. The second or third radical generating catalyst of the present invention includes an ammonium salt represented by the following chemical formula (XI) (excluding peroxodisulfate) and having a Lewis acidity of 0.4 eV or more.In the chemical formula (XI), R11, R21, R31, and R41 are each a hydrogen atom or an aromatic ring, or an alkyl group, the alkyl group may include an ether bond, a carbonyl group, an ester bond, or an amide bond, or an aromatic ring, and R11, R21, R31, and R41 may be identical to or different from each other; or two or more of R11, R21, R31, and R41 may be integrated to form a ring structure with N+ to which they are bonded, and the ring structure may be saturated or unsaturated, aromatic or non-aromatic, and may or may not have one or more substituents. X- is an anion (excluding peroxodisulfate ion).
