The structuredsurfactant phase comprises fromabout 5% to about 30% of a mixtureof lathering surfactants, a lamellarinducing agent and a cationic polymer.The oil continuous benefit phasecomprises a hydrocarbon based benefitmaterial and a low HLB emulsifier.The low HLB emulsifier comprises anunsaturated monoglyceryl ester havingfrom about 14 to about 30 carbonatoms The oil continuous benefitphase comprises a ratio of said hydrocarbonbased benefit materials to saidlow HLB emulsifier comprising fromabout 30:1 to about 200:1.
