PROBLEM TO BE SOLVED: To provide a sheet laying device including a punching mechanism of a structure accurately fixing a sticking place of a punched piece and avoiding sticking leakage so as to surely prevent tucking up.SOLUTION: This sheet laying device for drawing out and laying a seed tape and a sheet of polyethylene simultaneously includes a blade 11 which is supported by a holding member, and cuts a sheet S, leaving a folded part upstream of a cut punched part, a blade supporting part 11A which supports the blade 11, a surfactant supplying means 20 which is communicated with a tank 20A holding a surfactant with a pipe 20B, and has a discharge pipe 20C dropping the surfactant onto the sheet S, and a solenoid valve 21 which is arranged on a place corresponding to the place before the surface active agent flows to the surface active agent supplying means 20 in the middle of the extension direction of the pipe 20B.
