A gene encoding the protein has a base sequence in a sequence number 1. A transformant in which the germination or growth is regulated is prepared by transforming with a recombinant expression vector containing the gene encoding the protein. A method for regulating the germination or growth of the plant seed comprises a step of controlling the intracellular level of the protein. A method for suppressing seed germination, plant shoot growth, or promoting plant root growth comprises a step of overexpressing the protein. The protein is overexpressed by transforming the recombinant expression vector into a plant, or transducing the gene into a plant cell.
